Turn quick cooker or instant pot to Sear or Saute mode. When hot add 3 tbsp's of shortening. When bubbly & hot add diced rutabaga, turnip, carrots and sear for 4 minutes. Add the garlic. and sear for and additional 1 minute. Turn off cooker.
Add quinoa, diced jalapeno pepper, drained tomatoes (reserve liquid), and all the seasonings. Add 2-1/2 cups liquid (reserved tomato liquid + vegetable stock).
Set quick cooker or instant pot to manual and set for 10 minutes at maximum pressure. When timer goes off let steam naturally release for 10 minutes, then manually release the remaining pressure.
While quinoa and vegetables are cooking, in a skillet saute the sliced mushrooms in 1 tbsp of shortening until golden brown. Remove from heat and let rest.
Fold in diced green onion, green pepper, celery, and sauteed mushrooms. Serve immediately.
